Citizens Bank - Paid off loan - bank will not send title

we bought a vehicle and financed it with Citizens bank. we paid it off in March and never revceived the title.
when I called I was given their title dept and told I had to pay for the title. I refused. they told me Citizens never authorized the release of the title and to call them back.
after being disconnected, transferred multiple times and on hold for eternity I was told there was nothing they could do that I would have to pay for a duplicate title. I am refusing to do that and waiting for a response from someone higher up at this time.

I canโt get a release of lien on a paid off HELOC from them either. Terrible bank and I wonโt trust them with a dime.
I paid my car off and never got title. When I call Citizens One they say they mailed it a month ago by regular mail.
No tracking number and don't know where it is.
They say I can go to my motor and pay to have a duplicate one done. Really who does this.???
Same problem I have - paid off in February, never received title, all they would supply later was a lien release for $25. I spoke with my Illinois DMV rep just now and they said the lender is required to supply a duplicate title in this situation, but I haven't followed up on this yet.
